Thinking of a scenario that might be plausible: From here on out, any member of the public that wants to attend a City Council meeting must first apply to speak, and if granted, their speech must be approved by the council beforehand. The city council members must also speak with their attorney, if their attorney isn't already speaking for them to begin with. Then, the moment a council session begins, a break will be called. While the public is outside, the doors will be locked, the curtains shall be drawn and the lights dimmed. Meetings shall occur amongst various members, and computer data that does not exist can then be deleted. Recordings of the meeting can continue because it will dark, and because actual meeetings and communications will be held outside of any public forum anyway. Later on everyone will reappear, and there will be desk and a gavel. The attorneys will speak in turn as instructed, and everything will be brought into the open nevertheless. Although there is no law for the weather, this is very likely to take place on a nice day with FLORIDA SUNSHINE.
