It is funded through each department's budget, therefore our taxes pay the costs. The previous council had finally decided that event holders should be responsible for paying all direct costs such as police and fire coverage. New council got elected, decided not to pass these costs to the event holder. Result: cut more jobs to pay for it since it was not included in the budget.
